Cuyahoga EITC Coalition Site Coordinator
Through Cuyahoga EITC Coalition volunteers, low-income taxpayers receive free quality tax preparation, wealth building opportunities and other services in order to strengthen our neighborhoods' economies. With the help of 300 volunteers, 25 Site Coordinators, and 40 partner organizations, the Coalition is able to provide free tax preparation to over 10,000 residents each year.  
OVERVIEW OF POSITION Site Coordinators will help to recruit and supervise volunteers at their respective Volunteer Income Tax Assistance (VITA) site. Site Coordinators are responsible for troubleshooting minor technical issues with the TaxWise software, answering client and volunteer’s tax questions, attending mandatory site coordinator training and all Site Coordinators must obtain Site Coordinator Certification as well Advanced Level IRS Certification. Site Coordinators will also be responsible for weekly reporting and end-of-season debriefing with Cuyahoga EITC Coalition staff.    
This position will be responsible for partnering with Detroit Shoreway Community Development Organization (DSCDO) and Metro West Community Development Organization (Metro West) for the Gordon Square Arcade (6516 Detroit Avenue) and Lin Omni locations (3167 Fulton Rd #303).  
 Arrive promptly to each shift to ensure that the tax site is open and ready.
 Assist with the recruitment and retention of volunteers.
 Supervise all volunteers.
 Ensure all volunteers receive their IRS certification and prepare returns only up to that level.
 Manage volunteers’ schedules and assure volunteer coverage conforms to tax site schedule.
 Publicize free tax preparation.
 Provide expertise and assistance upon request or as needed by volunteers.
 Ensure that portable equipment is under the care of a volunteer and/or the site coordinator at all times.
 Ensure confidentiality of all sensitive information from clients and volunteers.   
 Respond to client questions and resolve problems as they arise and in a timely manner.
 E-filing all tax returns within 24 hours of their completion. 
 Ensures that Quality Reviews are being completed for all tax returns.
 Ensure that rejected returns are corrected and resubmitted within the allotted time.
 Work directly with IT department if software issues arise 
 Work directly with 211/First Call For Help for appointment scheduling and to create and maintain an open line of communication
 Performs all responsibilities that will ensure the safe and efficient operation of the VITA center.
 Follow all IRS and Coalition rules and requirements put forth to ensure taxpayer and volunteer satisfaction and safety. 
 Create a positive experience for volunteers and clients seeking services from a VITA site. 
 Must be able to work flexible hours from January through April. 
 Excellent organizational and leadership skills.
 Strong verbal communication skills.
 Good interpersonal skills and comfort with a wide range of people.
 Demonstrated computer skills to operate tax preparation software and other activities related to tax preparation and volunteer coordination.
 Ability to problem solve and resolve conflict.
 Ability to take initiative and work with minimal supervision.
 Bilingual (English-Spanish) preferred

  Director of Property Management


This is a full-time position responsible for all matters relating to the general maintenance and repairs of apartment and commercial buildings. Responsibilities shall include:

  • Supervision of a small crew of workers.
  • Coordination of the organization’s commercial service programs.
  • Performance of maintenance and repairs for buildings, grounds, and equipment.
  • Contracting for major repairs and capital improvements.


  • Engage and perform skilled maintenance and repairs.
  • Refurbishing of vacant units.
  • Hire independent contractors for major repairs and capital improvements. This shall include competitive bidding, inspection of the work when completed, and submitting request for payment for labor and materials.
  • Contract for trash removal, exterminating and other services.
  • Order and maintain inventory control for materials and supplies.
  • Implement work order and purchase order systems in yardi and check invoices to insure that charges are properly recorded.
  • Record and charge staff time to each property or program for all work.
  • Implement repair and maintenance programs and monitor expenses within the budget allocated for each property or program.
  • Maintenance of equipment and tools.
  • Give access to utility companies and contractors as needed.
  • Development and implementation of scheduled and preventative maintenance programs
  • Perform emergency repairs during evening, week-end, and holidays.
  • Assist Property Manager in bi-annual unit and move out inspections.
  • Assist in all regulatory inspections from the city or as required by our partners and funders
  • Supervision of maintenance technicians, janitorial staff and grounds maintenance.
  • Supervision of Community Service and C-WEP Programs workers.
  • Assist in the performance of the work for those programs as needed and in the case of sickness of subordinate employees or when short-staffed.
  • Prep building for REAC inspection
  • Perform other duties, as required.

Summary of Position Description

In the capacity of Administrative Assistant, the employee‘s responsibilities include ensuring that the office is running efficiently and that we are providing quality customer service.  This position is also required to assist other staff as needed with document preparation, mailings, and copying requests.  

Principle Responsibilities

  1. Ensure quality customer service in the front office.
  2. Ensure all office equipment including phones are operational.
  3. Provide additional coverage on phones as needed.
  4. Provide support to staff with mailings and photocopying and other clerical work as needed.
  5. Review rental applications and ensure all documents are completed.
  6. Maintaining waitlist.
  7. Order supplies and maintain inventory control on a weekly basis.
  8. Train new staff on office equipment and procedures.

Project description: Hire Local Detroit Shoreway connects local job seekers with neighborhood businesses. Launched in 2017, the goal of Hire Local is for both residents and businesses to benefit from the neighborhood’s growth. Businesses who sign the “Hire Local Pledge” agree to give priority hiring consideration to residents of 44102 and surrounding zip codes. In turn, residents can access numerous free training programs at El Barrio Workforce Development at The Centers for Families and Children, to ensure that they are job ready.

Job Description: The Hire Local Detroit Shoreway Intern will assist in the on-going follow up, data collection and outreach of the program with both residents and businesses. This includes maintaining relationships with businesses, serving as a point person for residents and maintaining metrics to highlight the successes of the program. The intern will develop an understanding for the commercial districts in a rapidly developing neighborhood and facilitate connections with the community.

Job Responsibilities:

-        Assemble Hire Local pledge documents, meet with businesses to sign the pledge and enter business information into databases.

-        Recruit additional businesses to sign the Hire Local pledge.

-        Business follow-up for available jobs, posting on the DSCDO website and sharing with El Barrio, and for residents hired,collecting demographic, wage and other information at various stages of the employees tenure.

-        Resident engagement using intake script to direct resident inquires to the appropriate partners and employers. Follow-up with residents to ensure delivery of services.

-        Create Hire Local content for use across Detroit Shoreway marketing platforms including social media, newsletters and video.

-        Participate in meetings with partners to discuss metrics and growing the program to nearby neighborhoods.

10 hours/week

Housing Development Manager - Metro West Community Development Office 

REPORTS TO:   Housing Director  

SUMMARY OF POSITION DESCRIPTION The Housing Development Coordinator is responsible for coordinating the redevelopment of vacant and abandoned housing and the development of new housing in the Stockyard, Clark-Fulton & Brooklyn Centre neighborhoods.   

 Research the acquisition of vacant housing, including: property ownership, title, liens, zoning, environmental issues and tax delinquencies for potential acquisitions through tax foreclosure proceedings
 Maintain database of vacant /abandoned housing through site visits to inspect properties to assess their marketability for redevelopment and tracking pending foreclosures
 Negotiate the purchase of real estate from current owners, negotiate the release of liens and other encumbrances, and coordinate receivership cases for development 
 Coordinate transfer and rehabilitation of vacant houses by private sector and non-profit developers: 
 Prequalify developers to verify track record of high quality rehabilitation and financial capacity  Distribute RFPs (Requests for Proposals) for the transfer of vacant houses and select the best proposal for the market
 Inspect houses during rehabilitation and at completion of construction to verify quality standards 
 Facilitate housing development by assisting with: 
 coordinating community meetings
 financing through banks and non-profit lenders
 marketing to prospective residents
 coordinating City approvals including Design Review, Planning Commission, permits, and other assistance as needed
 Work with private sector and non-profit development partners 
 Work with the community to identify and preserve historic housing stock in the service area
 Provide technical assistance and support to the Metro West Housing Committee
 Work to achieve voluntary compliance with building codes and refer noncompliant properties to City departments for nuisance abatement
 Provide testimony at Housing Court regarding property status
 Provide testimony and recommendations about properties at Board of Building Standards and Board of Zoning Appeals hearings
 Other duties as assigned
